When undercover agents from around the world are found brutally murdered, the FBI is called in to find out who's responsible. After determining that a Mr. Jeffreys and his sadistic henchman Stitch are behind the carnage (since their yacht has been sighted at each murder), FBI agents plan to infiltrate Jeffrey's organization by posing as a piano player, a drunken gambler, a taxi driver, and an Asian houseboy (complete with bad accent).
Working with Lassiter, a mob-kingpin with a gang of thugs, Jeffreys and company have recruited a variety of beautiful-but-bad girls who are used as bait to get important men into compromising positions before blackmailing them. Lassiter plans on getting a senator in his pocket by setting him up with Millie (MARILYN NORDMAN of The Hooked Generation) and secretly filming the politician in the act with the beautiful blonde during a wild pool party.
Mr. Jeffreys also asks Lassiter's assistant Jerry to find a gal for his boy Stitch to smack around, and they zero-in on used-up but good-natured Sherri (DELORES CARLOS of The Beast That Killed Women). The sweet but unsuspecting gal goes to Stitch's place and ends up in the hospital with serious injuries after the sick bastard works his magic on her.
At Geer's Wonderful Saloon, Agent Dubois poses as a suave cabaret entertainer who plays the piano for chanteuse Rita (CINDY STEVENS), while Agent Capozzi pretends to be a drunken high roller, throws around money, and asks Faye, a cute waitress who works fo Jerry, to get him three broads. Convinced she's got a live one, Faye brings the sucker back to Lassiter's place for a game of poker. Or so she thinks. Meanwhile, Lassiter and his gang are in the midst of yet another outrageous house party full of cheap floozies, big hairdos, and tight cocktail dresses. The evening's entertainment includes lovely BRENDA GIBSON (Sting of Death) and legendary burlesque star DIXIE EVANS (Too Hot To Handle) who do impromptu striptease routines for the enthusiastic party mongers.
Eventually, Agent Dubois' cover is blown and he's dragged off to Lassiter's, but not before leaving a message in a matchbook for Rita to contact the cops. The Feds crawl all over Lassiter's compound and a big shoot-out follows, accompanied by some of the hammiest, over-the-top death scenes in cinema history. During the confusion, Lassiter, Jeffreys, Millie, and Lassiter's crazy wife Jan all make a run for the yacht where things get even more violent and bloody...
